    (I) Center Platform Profile

    On December 27, 2013, Office of Jiangxi Development and Reform Commission printed and issued the document of Jiangxi Development and Reform Commission (G.F.G.G.J.[2013]No.1034) which conveys the notification of Jiangxi Development and Reform Commission on official reply to 2013 provincial-level engineering research center (engineering laboratory). The scientific research platform applied by Nanchang Institute of Technology has obtained the official reply by Jiangxi Development and Reform Commission and the platform is named “Jiangxi Provincial Engineering Research Center of Water Engineering Safety and Resources Efficient Utilization”, and Professor Wei Xiaohua acts as the platform director.

    The Research Center gives full play to the advantage of hydraulic subject, cooperates with Jiangxi Institute of Hydraulic Science, Jiangxi Institute of Soil and Water Conservation Science, Ganzhou Institute of Hydraulic and Hydropower Surveying and Design, and other innovative strength in the hydraulic industry of Jiangxi, effectively integrates high-quality resources, gathers and cultivates a batch of top innovative talents, carries out technology tackling in the fields of water engineering safety and river ecological harnessing technology in regional hydraulic development, safety technology of water for farmland and hydraulic scenic area development and the evaluation of its impact on water engineering safety, and becomes scientific research and achievement transformation platform superior in the province and an innovative development leading position with regional and industry influence.

    The research orientations of this Platform mainly consist of: (1) water engineering safety and river ecological harnessing technology; (2) safety technology of water for farmland; (3) hydraulic scenic area development and the evaluation of its impact of water engineering safety. The research orientations have favorable research foundation, and are leading the provincial from an over perspective.

    The Center has such experiment platforms as hydraulic engineering laboratory, surveying and mapping engineering laboratory, hydrology and water resources laboratory, farmland hydraulic laboratory, farmland hydraulic outdoor experiment field, water environment quality analysis laboratory, safety monitoring laboratory for hydraulic engineering, and so on. The laboratories own a total house area of over 2000m2, offering experiment guarantee for subsequent research. We own domestic advanced equipment for hydraulic engineering detection, soil and plant experiment, computer center and perfect computer analysis software, currently having such advanced experiment research equipment as made-in-USA inductively coupled plasma mass spectrometry, liquid chromatograph, gas chromatograph, 3D laser scanner, GPS receiver, total station, open channel experimental tank, 3D velocimeter, press machine, rock shear rheometer, and etc. We will newly add instrument and equipment of 5 million yuan and make the total assets of instrument and equipment amount to over 10 million yuan. The Engineering Research Center possesses key discipline in hydraulic and hydropower engineering of higher institutions in Jiangxi Province for the “12th five-year plan” and school-level scientific research platform of “hydraulic engineering research center”. We also own key discipline in soil and water conservation and desertification combating of higher institutions in Jiangxi Province for the “12thfive-year plan”, “Jiangxi Key Laboratory of Hydrology-Water Resources and Water Environment”, ecological key laboratory of soil and plant of higher institutions in Jiangxi, and other major disciplines and key platforms as support, making the Engineering Research Center a guarantee base for discipline group construction, industry-university-research integration and joint tackling, so as to realize the construction goal of the Engineering Research Center.

    The Engineering Research Center always gives priority to building talent team, establishes human resources management system of human resources planning, work analysis and position evaluation, recruitment, training, remuneration and performance management, adopts effective talent team construction and guarantee measures, strengthens the cultivation of academic leaders, and propels the talent team construction. While introducing talents, we focus on high-level and prominent talents, we offer preferential policies to high-level talents meeting our demand, and we will bring in 3 chief scientists in terms of major and characteristic research orientations.

    Combine with the talent engineering project of NIT, adopt the measure of internal training and external introduction via this platform, strengthen the construction of technology innovation talent team, enhance the introduction and cultivation of young teachers with PhD degree and offer them favorable platform. The Engineering Research Center will bring in 17 excellent doctors and cultivate 5 excellent doctors, providing fresh blood for enriching the research team of the platform
